Updates On 31st Aug 2015

Recently on 18 August 2015, the SPCA was alerted to a case involving a domestic worker reportedly kicking a small dog repeatedly, at the rooftop garden of a residential unit in Bukit Panjang.

Video footage provided by our informant revealed that the dog was kicked several times, presumably by a foreign domestic worker, as she tugged at it using its leash. She also, with a hose, sprayed water onto the dogs face and head for a sustained period of time, as it was restrained in such a manner that it could not duck the spray.

In the course of our investigation and interview with the owner, the dog, a young, male Shih-Tzu, and the helper in the video became positively identified and a police report was subsequently lodged by the owner. A physical check on the dog showed that it felt discomfort when touched at its posterior, where it was shown to be kicked in the video. On our advice, the dog was sent for a thorough check-up, the following day, which revealed it had suffered fractured ribs.

SPCA has referred the matter to the Agri-Food and Veterinary Authority for further investigation. We thank the informer for bringing this matter to our attention.

{Under the revised Animals and Birds Act, anyone guilty of cruelty to animals, including abandonment of any animal, can be imprisoned for up to 18 months, fined up to S$15,000, or both.}
