Once again, let us reiterate that culling will not help in preventing rabies. In fact, this is a cruel method and more humans will be put at risk if these strays continue to be provoked.

Please have a look at the data enclosed, extract from DVS’s website. As at October 7th, Penang has by far culled the most dogs, though with the least rabies cases reported (4 cases to be exact). And note that Penang has also taken the lead with the most dog bite cases. This has obviously proven that the culling method used has unnecessarily cause some amount of danger to Public.

Again, from the data, we observe that Penang has not been carrying enough education programs to educate Public about rabies. It is important that the Public is being educate and provided with the “right information” so as not to cause unnecessary panic that can worsen the situation further. SKSV (NGO) has been initiating education campaigns since the rabies outbreak, but what about campaigns from the State?

Last but not least, we hope that the State will put a stop to the culling order immediately as there has been no rabies case reported since September 21st.
