🎤🎤🎤Should DVS allow cruel dog catchers who catch stray dogs and cats be exempted from the cruelty law?

Meaning:- Is it ACCEPTABLE TO BE CRUEL in catching stray cats and dogs just because they are strays and not owned?.

Just answer Yes or No?

—-Yes means it’s acceptable to be cruel to strays because they have no owners

— No means it’s NOT acceptable to be cruel to strays just because they have no owners

We will present your views to DVS. 🙏🙏🙏
