Such a great start! Penang Island City Council (MBPP) choose to TNR (Trap, Neuter, Release/Rehome) the strays and a neutering facility is built by the council to reduce strays in an effective way.
Hope all local governments can do the same and understand that only neutering instead of culling can solve the strays...
